Eddie Oshins' Resume



Eddie Oshins is the Principal Scientist at the Quantum Psychology Outstitute®.

He is currently a Visiting Scholar, courtesy Theory Group, Department of Physics, Stanford University.

Oshins was the Founder and Director of the Quantum Psychology Project® at the Mental Research Institute in Palo Alto.

He is an expert in Chinese kung fu, and an Instructor at the San Francisco Wing Chun Student Association and the Stanford University Wing Chun Student Association.

He is Northern California Director of the World Traditional Sports Federation, previously the World Traditional Chinese Sports Federation of which he was a founder and has been a Supervisor and Secretary-General (Chinese article).

Public Policy:

Consultant, Community Information Referral Services, Columbus, Ohio, 1975-76. CALLS (Caring Answering Listening Linking) Project:
Proposed an on-line information retrieval system for a county-wide social service referral agency. A new technology("TV-touchtone") was designed using software-based decision mechanisms in order to provide a more effective delivery of services and improved planning and evaluation tools.


Consultant to The Fund for the City of New York, September 1973 to June 1974:
Main responsibility as Coordinator of Supportive Services for Project Scorecard. A pioneer program to provide management information by measuring productivity of the N.Y.C. Department of Sanitation. And a supportive work supportive service program for ex-addicts in conjunction with Wildcat Service Corporation/Vera Institute of Justice to address adaptation and reintegration needs of ex-addicts.

Member, Task Force on the Organization of Juvenile Corrections in New York State, 1973-74:
Evaluated the control functions - training, information resources, leverage, etc. - of a Family Court Judge in his role as a "proxy-consumer" of correctional services for youthful offenders.


1973:
Co-sponsor with the Office of Special Improvements of the N.Y.C. Housing and Development Administration of a proposed program to provide low interest housing rental and co-op loans in order to increase economic slack for the working poor as a needed public service and welfare disincentive.


Intern to the Fund for the City of New York, June 1973 to September 1973.
Main responsibility was the origination, planning, and development of a supportive-service capability for Project Scorecard. Abstractly, this was a complex strategy to address specific marginal needs of employees and to include any services that might facilitate social adaptability and lead to a more satisfying and stable family, community and personal life. Operationally, supportive services included an education program, a counseling program, medical coverage, legal assistance, housing opportunities, and cultural, recreational and athletic programs. Also, research and evaluation of grants and proposal preparation.


Field Data Coordinator, Project Scorecard, December 1972 through January 1973:
Participated in designing and implementing new program through preparing training materials, running training sessions, and developing experimental and statistical design and evaluation.


Developed a nonlinear, regression model based upon interaction effects of random variables to estimate service time for garbage pickup which was adopted by the N.Y.C. Department of Sanitation as a cost function for routing sanitation workers. Predictions under this model were an order of magnitude (to the base 10) improvement over standard linear regression techniques.

A report issued by the Fund has found that despite a considerable drop in cleanliness that followed the cutbacks of 1500 sanitation workers and of the frequency of garbage collections in July 1975 in response to New York City's fiscal crisis, sanitation cleanliness levels had restabilized in October 1975 to the level recorded in October of the previous year. The evaluation was done through the diagnostic work of Project Scorecard. The tentative conclusions of the report was that the improved productivity is traceable to better management information and more effective allocation and utilization of manpower by the Department of Sanitation. Developed and taught a special graduate tutorial course in introductory mathematical methods in public sector analysis for the Program for Urban and Policy Sciences at Stony Brook.

A critical analysis and evaluation of Goethe's autobiographical novel, Die Leiden des jungen Werthers (The Sorrows [sic. “Suffering”] of Young Werther. A simple love story of the mental decay of a disillusioned young man who is frustrated at being unable to find his place in the German and European Society during the period of Sturm und Drang, a violent reaction to the Enlightenment. The story of his suicide brought about major empathatic reactions throughout Europe and was a leading contributor to the initiation of the Romantic Movement at the end of the eighteenth century. The principal distinction brought out in the paper is that "sorge" means "sorrows" and "leiden" means "suffering", both mental and physical anguish.
